Rafon's solution worked 100%. However you might need to also delete all existing compiled *strs* and *consts* .dcu from installation folders before using the autoinstaller. Otherwise desgintime language will be fixed but runtime language will still be foreign.

I installed the DevExpress VCL 15.2.2 Full berlin 10.1 Source + Demos using DxAutoInstaller 2.1.5. The instalation went o.k. However design time language on components is not in english.(See pictures in red). How to compile to make it in english please? https://postimg.org/image/ixeo6d4gx/
