Перепроверел, файл нормальный, ошибок нет. Возможно проблемы у вас, возможные пути решения:
1) Обновить WinRar
2) Отключить монитор антивирусника, возможно ложное срабатывание
3) Использовать другую программу закачки
4) Проверить ассоциацию файлов *.rar с программой открытия архивов (WinRar).
Скорей всего либо 1 или 3. WinRar должен быть 3.91. Если используете встроеную качалку в браузере то скачайте через другой браузер или другую качалку. Так был глюк когда Chrome портил файлы при скачивании, если у вас Chrome то обновите его.

На 2010 нет возможности проверить, но на 2009 (12.0.0.162) все работает, единственное что bpl кидаются еще в C:\WINDOWS\system32, после патча все заработало, проверьте правильность пути для патча и запускается ли патч из под юзера с админскими правами.
