You can make translation (and in runtime) with extra components.

got AbfWAB Component but it doesn't work on delphi 2007... so only WAB-Processor 2 would help... if anyone has it i'd appreciate

Нужна компонента для полноценной работы с XLS без Excel (загрузка, сохранение, редактирование, формулы, форматирование, печать) - наподобие F1Book, но не ActiveX, с исходниками.
DevExpress SpeedSheet и XLSReadWriteII - не подходят (даже впаре не все могут),
хотя бы что-нибудь к ним еще для печати добавить...

Для реализации шаблонизированных отчетов в Delphi (в свою очередь, поделюсь).
